Edwards was only the 4th such representative to the Philippines

During the Presidency of James K. Polk, the Philippine Islands were under the control of Spain, a territory that country would continue to possess until the Spanish American war in 1898.

Document signed, August 9, 1848, signed by President James K. Polk, and by James Buchanan as Secretary of State, appointing Alfred HP Edwards of Connecticut to the position of Consul of the United States to the Philippine Islands. “I do hereby pray and request Her Majesty the Queen of Spain, Her Governors and Officers, to permit the said Alfred HP Edwards fully and peaceably to enjoy and exercise the said office…”

Edwards served in that position until 1854, when he resigned. He was just the 4th such representative to the Islands.

Documents signed by both Polk and Buchanan, let alone such early foreign consular appointments of note, are uncommon.
