In 1862, in order to help fund the war effort, President Lincoln passed a law to permit the collection of certain taxes from the citizens of the United States, practically meaning the North at that time.

Carlos Baxter was a prominent lawyer and businessman in Burlington, Vermont, whose name still adorns areas of that city.

Document signed, as President, Washington, March 6, 1863, naming Baxter “Collector of Internal Revenue for the Second Collection District of the State of Indiana”. It is countersigned by Salmon Chase, Secretary of the Treasury.
