President Thomas Jefferson and Secretary of State James Madison Sign a Ship’s Passport for a Vessel Bound for Barbados
In the early Republic, vessels carrying goods and subject to oversight and taxation required passports to enter ports and transact. These were signed by the President and Secretary of State.
